In May 2023, the United States announced that it would bolster its “defensive posture” in the Persian Gulf in response to Iran's attacks and harassment of commercial vessels. “We have seen repeated Iranian threats, armed seizures and attacks against commercial shippers who are exercising their navigational rights and freedoms in international waterways,” John Kirby of the National Security Council said. Many incidents have occurred in or near the Strait of Hormuz, through which up to a third of the world’s seaborne oil passes. Most encounters – largely by the Islamic Revolutionary Guard Corps (IRCG), not Iran’s regular navy – involved Iranian harassment of U.S. naval forces have had sporadic and occasional hostile encounters since the 1980s.
